Policy of the journal
- General Information about the Journal
The «Journal of Problems of Evolution of Open Systems» (JPEOS) was founded in 2003.
The founder and publisher of the journal is the Al-Farabi Kazakh National University.
The journal maintains approved cover and title pages indicating the university, publication data, ISSN, eISSN, editorial board composition, editorial policy, publication ethics, and a website.
The journal is published twice a year.
Articles are registered in the CrossRef database, and each article is assigned a DOI (Digital Object Identifier) to ensure citation and access to electronic documents.
The journal is indexed by the Kazakhstan Citation Base (KazBC) of the National Center of State Scientific and Technical Evaluation (NCSTE).
It is also hosted in the Scientific Electronic Library elibrary.ru with open access and included in the Russian Science Citation Index (RSCI).
The editorial board consists of leading Kazakhstani and international scientists.
The journal follows a policy of information openness; full-text articles are available on the website (http://peos.kaznu.kz/) in three languages.
- Goals and Objectives
Goal: To inform the scientific community of research results regarding the emergence and evolution of open non-equilibrium dynamic natural systems.
Objectives:
- To highlight the latest scientific achievements in evolutionary process research.
- To introduce the scientific public to modern interdisciplinary research on the evolution of matter.
- To stimulate the development of science and knowledge in fundamental and applied matter research.
- Thematic Areas
The journal covers general patterns of structure formation and evolution in large systems across various fields, including physics, chemistry, biology, cosmology, geophysics, medicine, ecology, economics, sociology, and philosophy. Specific areas include:
- Mechanisms of interaction in living/non-living matter and society.
- Approaches to studying open non-equilibrium dynamic systems.
- Laws of dynamics in interacting systems.
- Non-linear methods for investigating systemic evolutionary processes.
- The role of non-equilibrium and synergetic effects in hierarchical systems.
- Applied aspects of research results in open dynamic systems.
- Terms of Manuscript Publication
Frequency: Issues are released twice a year in electronic format; the first by June 20 and the second by December 20.
Language: Articles are accepted in Kazakh, Russian, or English.
Originality: Only previously unpublished works are accepted.
Submission: Manuscripts must be submitted via the OJS platform by the corresponding author at least two months before the issue release.
Volume: Between 1,500 and 7,000 words (excluding titles, metadata, and bibliography).
Frequency of Publication: An author may publish only once per calendar year.
Review Process: The editorial board decides on publication or rejection within two months of submission.
Fees: Authors of approved manuscripts must pay a publication fee according to the university’s price list. A PDF receipt must be emailed to the editors.
- Borrowing and Plagiarism
All manuscripts undergo a plagiarism check via university-subscribed systems.
Only manuscripts with an originality score of over 80% proceed to peer review.
Plagiarism is considered unethical and unacceptable under the Al-Farabi KazNU Scientist’s Code of Ethics.
If scientific ethics are violated, the editorial board will act according to COPE standards and university ethics codes.
Proven violations lead to article retraction from the website and printed issues. Authors found in violation are banned from publishing in any KazNU journals for three years.
- Use of AI Tools
The journal follows Elsevier and Republic of Kazakhstan guidelines regarding AI.
Generative AI tools cannot be listed as authors.
Authors bear full responsibility for the accuracy and originality of AI-generated text.
The use of commercial manuscript preparation services must be disclosed.
- Peer Review Process
The journal uses "double-blind" peer review involving at least two specialists with advanced degrees (Candidate, Doctor, or PhD).
Reviewers must provide an objective, argued assessment of the manuscript's quality and significance.
Authors may decline to address comments, which results in the withdrawal of the manuscript.
If reviewers disagree (one positive, one negative), a third expert or editorial board member is consulted.
The final decision on acceptance or rejection rests with the Scientific Editor.
Reviews are stored electronically for three years.
- Open Access and Copyright
JPEOS provides immediate open access to its content.
Content is distributed under the Creative Commons Attribution License (CC BY-NC-ND 4.0).
